Free flow of non personal data: launching of parliamentary works

While the European Commission plays a leading role in the protection of personal data with the General Data Protection Regulation and the Privacy Shield concerning transfer of personal data from the EU to the USA, the European Commission is also focusing on non-personal data and is encouraging their free flow. The European Parliament is starting to work on the matter.

 On September 13, 2017, the European Commission released a proposal for a regulation on a framework for the free flow of non-personal data.

 The aim of this proposal is « to achieve a more competitive and integrated internal market for data storage and other processing services by ensuring the free movement of data within the Union » and to lay down « rules relating to data localisation requirements, the availability of data to competent authorities and data porting for professional users ».

 The Internal Market and Consumer Protection (IMCO) committee of the European Parliament was appointed as the responsible committee for this file and Mrs. Anna Maria Corazza Bildt was designated as Rapporteur.

 The Industry, Research and Energy (ITRE) committee as well as the Civil Liberties, Justice and Home Affairs committee are expected to give their opinions.

 Amendments to the proposal for a regulation are therefore expected from Members of the European Parliament in the coming months, especially further to feedbacks from the industry.
